WASHINGTON, Saturday, Nov. 23.

The question of granting clearances to vessels for Southern ports reconquered by Government, was before the Cabinet yesterday for consideration. It is understood that the matter has been referred to the Secretary of the Treasury for decision.

The President and Secretary SEWARD left at 1 o'clock to-day, in the Mount Washington, to visit the flotilla. They returned at a late hour this evening.

JAMES O. BROADHEAD, of Missouri, has been appointed United States District-Attorney for the Eastern District of Missouri, in place of ASA S. JONES, removed. Mr. Jones was appointed by the present Administration, but his connection with army contracts, disclosed by the proofs before the Investigating Committee, rendered him an unfit person to prosecute in behalf of the Government the cases likely to come before the United States Courts in Missouri. Mr. BROADHEAD has been long identified with Missouri, and in the present difficulties has been active in his loyalty. He was for many years State Senator, and his legal ability and integrity are undisputed.

Col. VAN RENSSALAER has been appointed Brevet Brigadier-General of the regular army JOHN GLOVER, a Colonel of Missouri Volunteer Cavalry; SYLVANOS B. HANCE, Assistant Adjutant-General of Volunteers; A.S. BAXTER, Assistant Quartermaster-General of Volunteers; and R.E. DAVIS, Commissary of Subsistence of Volunteers; the three last named with the rank of captain.

Gov. SPRAGUE, of Rhode Island; HIRAM BARNEY and WM. H. ASPINWALL, of New-York, arrived yesterday.

Thursday next has been set apart by the Washington authorities as a day for thanksgiving and prayer.

To-night a private exhibition was given by HERMANN at the White House, in the presence of the President and family, several members of the Cabinet, and some invited friends.

This evening Gen. STONEMAN was serenaded at Willard's by the band of the Second Infantry, in honor of

Here the Times prints the entire message from Jefferson Davis to the Confederate Congress, then follows it with their own rebuttals.

By my figures, Davis is right to claim success in the war so far:

1. Union New Mexico successfully invaded by Confederate forces.
2. Union Oklahoma successfully allied with the Confederacy and victorious over Union allies.
3. Union Missouri successfully invaded by Confederates.
4. Union Kentucky successfully invaded by Confederates.
5. Confederate Virginia successfully defended in nearly every battle & skirmish.

So clearly, at this point militarily, the Confederate glass is more than half full.
Compared to their victories, Confederate defeats have been relatively small & insignificant.
