Watched the early morning NBC newscast this morning. News reader said all the cases and deaths were from the unvaccinated.
If the chart is accurate, the chances of contracting the virus are significantly greater (in some age groups) if you have been vaxed.

For some reason, in the United States, they are extremely effective at reducing the risk of death and hospitalization.
That is their purpose.
If your result is 3.6% raw from dividing 8 by 21,380, there’s no reason to do the extra math of dividing twice by placebo group. “ first subtracted the percentage of infections in the vaccinated group from the percentage of infections in the placebo group. Then they divided that total by the percentage of infections in the placebo group”
The significance of the placebo group is in determining background rate of infection at 0.0074, 162/21,830 or about 8/1,000 when challenged with Alpha (not Delta), as opposed to the rate of infection of .00037, 8/21,830 in the vaccinated or about 0.04/1,000.
THis is reflected in Table 6: “Unadjusted rates of COVID-19 infection, hospitalisation and death in vaccinated and unvaccinated populations”
