When asked if police in Chicago should be fired if they did not vaccinate he responded with, "That should be taken care of at the STATE level". I read that as the "mandate" proposed by Biden has no authority yes?

The current mandate covers most feds and fed contractors. It’s the OSHA rule for employers of 100+ that hasn’t come out yet.

There is a very long line of federal case law saying that the federal government has very little authority over state and local law enforcement. The Federal government can forbid state and local law enforcement from doing certain things, but they cannot require them to do so. So for example, the federal government can never order local law enforcement to enforce federal law, nor do they have the power to "deputize" local law enforcement without state consent.
That's why none of the executive orders issued by Biden even attempt to instruct state and local governments regarding vaccines. That is different from the federal government ordering federal employees to be vaccinated.
In short, nobody disputes the legal proposition that the decision as to whether to terminate state employees for a failure to get vaccinated is it a termination to be made by state governments.

A MANDATE is NOT a law; only a wet dream. Only congress can MAKE the laws of the land. They’ve yet to vote on jab requirements (even those which has OSHA calling for required jab - the false statement Biden attempts to use in order to get to get things moving.)
In essence, mandate is nothing more than a recommendation.
