The unnamed suspect reportedly began firing the weapon "into a supermarket" in the small town of Kongsberg - about 80 miles from the capital Oslo. He was later detained by police - who are not looking for anyone else in connection with the attack.
"The man has been apprehended ... from the information we now have, this person carried out these actions alone," police chief Oeyvind Aas told reporters.
"Several people have been injured and several are dead," Aas said.
He declined to comment on the number of casualties.
Twitter user ikke said: "There is a guy with bow and arrow shooting at people just outside my apartment wtf.
"Police and multiple helicopters are here."
Andreas Fagerbakke wrote: "Several people killed and injured in Kongsberg, Norway. 60 km from where I live.
"A man was walking around shooting people with a bow and arrow. What a crazy world we live in."
Journalist Philip O'Connor claimed that police are due to hold "a press conference at 9pm BST".

He claimed that the attack reportedly began at around 1830 CET (5.30pm UK time) and that the suspect "fired into a convenience store/supermarket".
After news of the attack emerged "ambulances and armed police" were deployed from Norway's capital, he said.
He added: "(The)suspect has been taken to Drammen, about 40km back towards Oslo. Kongsberg is a mining town of about 26,000 people.

"This is a gruesome incident, there is nothing else to say. Now we must try to take care of the inhabitants as best we can," mayor Kari Anne Sand told TV 2.
The attack/s took place in an area called Vestsiden with housing, shops and a university campus, Sand said.
Police told Local News Outlet via Tronder-Avisa no active search ongoing for further suspects after arrest made in earlier incident involving bow and arrow near grocery store.
Broadcaster NRK reported that police all over Norway will be armed after the mass killing.

It's an interesting theory. But it sounds like this guy was shooting arrows in a populated area, even if in a small town. So he lets one go around a bunch of people in/around a store, then slips away after dropping the bow (leaving behind evidence)?
The guy was crazy enough to start shooting people with arrows, so I guess that highly risky scenario is possible.
Put a mask on it.
I suspect the name of the suspect will remain anonymous if that is the case.

I'd assume it a Third World migrant -- but they're more inclined to use machetes, acid, knives, and bombs.
But a bow and arrow? That's European or Native American. And there aren't many Native Americans in Norway.
