WASHINGTON, Friday, Oct. 11.

The explanation of the employment of the steamer Fanny in the service of the Government, without her being connected with the Navy Department, is perfectly clear. She was engaged by the Quartermaster's Department of the army, as all transport service is done by that branch. Ridiculous as it may appear, it is nevertheless a fact, that the naval expeditions are made up in this way, -- the Navy Department furnishing the fighting vessels, but having nothing whatever to do with the vessels that carry the lighting men. If there is any hitch in the movements of such expeditions, it is because of this ridiculous division of what should be a whole. This system had its origin in the exclusiveness of the navy, which felt insulted that a man-of-war should be a transport, or a transport elevated to the grade of a man-of-war, by emanating from the same authority. Until this difficulty is removed, it is doubtful if we shall have any undertakings which will move with much similitude to a first-class Yankee clock.

Our pickets are out some distance in front of and below Fort Lyon, and foraging parties of cavalry proceed almost daily as low down as Mt. Vernon. Our outposts extend two miles west of Mason's Hill. Occasionally the rebel pickets are seen, but no recent attempts at picket shooting have transpired. Union men expelled from the neighborhood of the left of our lines are returning to their homes. At Munson's Hill the works have already been engineered into some importance.

To-day I rode the circuit from Long Bridge over the Fairfax Pike to Bailey's Cross Roads; thence past Munson's and Upton's Hills, beyond Fall's Church; then to Lewinsville, and so back by Gen. SMITH's late headquarters and over the Chain Bridge.

"Editorial: Edicts of Emancipation – 5"

Our editors say that while "Edicts of Emancipation" may be a good thing, they are not yet practical.
For example, our editors say Confederate forces control about half of Missouri, and have threatened to seize Unionists' slaves as retaliation for every Confederate slave Emancipated by Union Edicts.

So, seems like maybe President Lincoln will need to delay his "Edict of Emancipation" until the military situation somewhat improves?

"Today" near New Orleans, a naval engagement between a Union blockade squadron and a Confederate "mosquito fleet" -- Confederate victory, the Union fleet fled in panic, no casualties.

This brings the war's total to 56 engagements -- 27 Confederate victories, 22 Union victories, 7 inconclusive.
Casualties total over 15,500 including nearly 2,000 dead.
