WASHINGTON, Monday, Sept. 23.

The excitement of to-day has been the news from Missouri, and the probability of the surrender of MULLIGAN's command at Lexington. The latest dispatch to-night is that he was forced to surrender, and this appears to be so well authenticated that it is generally believed. I shall not be surprised, however, to learn that before this reaches you, Gen. FREMONT has taken the field in person, corralled PRICE and his rebel crew, and forced him to surrender. Perhaps the wish is father to the thought, but the thing is not only possible, but probable. The "Pathfinder" has not staid idle in St. Louis, and not made a great effort to save MULLIGAN and his brave command.

There was a review this morning of Col. VAN ALLEN's Regiment of Cavalry, and some other cavalry companies that were in the vicinity of Col. VAN ALLEN's camp. Gen. MCCLELLAN and Staff reviewed. There was also a grand review of Gen. MCDOWELL's Division. Two companies of artillery, a squadron of cavalry, and about nine regiments of infantry were on the field. The renew, was by Gen. MCCLELLAN and Staff. Among those present were Gen. MANSFIELD and his Staff, and the Prince DE JOINVILLE and suite. The renew was one of the most brilliant that has taken place, the command of Gen. MCDOWELL showing unmistakably the care and efficiency of an able and industrious officer.

Surgeon H.W.M. WASHINGTON, of the Navy, has been authorized by Gen. CAMERON to raise a regiment of cavalry in Kentucky. He is one of the few bearing the name of the Father of our country who remains true to the flag.

The total number of arrests made by order of the State Department for political offences is eighty-eight.
