Well, that is correct. Technically, legally, you employ deadly force in order to stop a threat to your life or the lives of others. Only to "stop" or remove that threat.

Practically though any shot can be fatal. That's why any use of a firearm is considered deadly force. We're trained to shoot center mass because that is typically the biggest target thus improving the chances of a hit. It is also the location of the heart and spine - areas you want to hit for a sure, quick stop. Hits that create a sure and quick stop tend to also be those that are fatal. I believe the 6 out of 7 people surviving handgun wounds is primarily due to poor marksmanship exemplified by gang violence and "spray and pray" shooting.

Well, as the instructor put it: when you are within arms reach of an assailant you are literally one blow away from death. They could have a knife, one cut, you could bleed out before help arrives. One blow to the head with a fist could stun you just long enough to let them land more blows and ultimately beat you to death, or take your firearm and use it against you, etc.

He was very clear - an assailant you've decided is a deadly threat that is within arms reach you cannot be subtle about. There is no aiming, there is no "shoot look shoot" or "shoot shoot look" or anything like that. It is do everything in your power to remove that threat immediately. That means a full mag to take them out of the fight as surly and quickly as possible. We didn't practice it (on dummies, only cardboard targets), but he assured me that he has (with a dummy) and that it is possible to dump an entire mag from a typical semi-auto (i.e. 15 to 17 rounds) into a dummy/body before it falls away in front of you. I don't know, he is much, much faster than me...but then, that's his job.

I was more kind of awed that it took that many to stop the guy and was wondering if he was on drugs or something.

Or maybe the sheriff just didn’t want to take any chances and all 15 were not needed and he just wanted to make sure the guy was stopped. If he had stopped to check, it might not end well. He who hesitates......

Better to make sure than stop and check just to save a little ammo. I couldn’t blame him in the least if that were the case.

It happened so fast that it’s possible that he ran out of ammo at just about the time he realized the guy was dead.

Whatever, I’m NOT criticizing the sheriff for what he did.

No, my guy was (at that time, lost track of him now, in fact I just googled him and can’t find him...hmm) just doing civilian stuff on the weekends. His “day job” was as a contractor teaching tactics to police and certain specialized units at a local Army base. Hence he had access to training ranges not open to the public. Kinda fun, very humbling. He did a quick draw of a weapon from an IWB holster in the small of his back I didn’t even know he had, and shot the eyes out of a target at 5 yds so fast the second shot sounded like the echo of the first. I could train for a year and not be able to duplicate that.

And right after that, the other dep. has to do a mag change, runs out of the frame presumably behind his vehicle, and then comes up behind the perp and dumps 15 rounds into him.

All of that is just the fog of battle.

The mistake was getting so comfortable with a carload of hooligans, and leaving the dude alone in the car in the first place.

Whole thing made me cringe. I think those deputies were near-victims of the Black Lives Matter scourge. Nobody wants to be "that guy" who ends up on Youtube, then out of a career or even in court over an incident with a lousy hoodrat. So they slack with the kinder-gentler contact tactic, instead of sticking to and following procedure that would bring the scene under safe control first and foremost.

I too am in the South. The sort of 'hood I'm at with the sort of rough characters that are encountered officers don't take any standing naps when handling them.
