Whole thing made me cringe. I think those deputies were near-victims of the Black Lives Matter scourge. Nobody wants to be "that guy" who ends up on Youtube, then out of a career or even in court over an incident with a lousy hoodrat. So they slack with the kinder-gentler contact tactic, instead of sticking to and following procedure that would bring the scene under safe control first and foremost.

In fairness to the deputies, they do things differently in the South.
That said, if you're going to make the stop, then make the stop.
