WASHINGTON, Thursday, Sept. 5.

Gov. MORGAN succeeded to-day in obtaining the following order from the War Department:

WAR DEPARTMENT, ADJUTANT-GENERAL's OFFICE,

WASHINGTON, Sept. 3, 1861.

GENERAL ORDERS, NO. 71. -- All persons having received authority to raise volunteer regiments, batteries or companies in the State of New-York will immediately report to His Excellency Gov. MORGAN, at Albany, the present state of their respective organizations. They and their commands are placed under the orders of Gov. MORGAN, who will organize them and prepare them for service in the manner he may judge most advantageous for the interests of the General Government.

2. All commissioned officers of regiments, batteries or companies now in service, raised in the State of New-York, independent of the State authorities, can receive commissions from the Governor of that State by reporting to the Adjutant-General thereof, and filing in his office a duplicate of the muster-rolls of their respective organizations.

The effect of this will be to break up the camp at Scarsdale and similar camps elsewhere, and to place the entire control and organization of the recruits not yet formed into regiments in the hands of Gov. MORGAN.

It is a fact to be regretted that the State of New-York has not yet sent near as many men to the field, in proportion to their population as many of the other States. Massachusetts has sent two to New-York's one. So have Rhode Island, Maine, Michigan, Indiana, Illinois, Iowa, Wisconsin, Vermont and New-Hampshire. Even Minnesota exceeds her, and so does Connecticut. What is the cause of this? No State so much as New-York has an interest in the speedy and proper termination of the war.

NYT just as accurate in its papers during the civil war then as it is today I see.

NYT went for the usual “reliable anonymous sources” and ended up with hilariously fake propaganda—amazing how that happens.

Bayard: "NYT just as accurate in its papers during the civil war then as it is today I see."

"Today's" paper quotes sources from Richmond as saying they believed Davis was seriously ill and may have died -- flags there at half staff confirming.

Doubtless we'll soon enough learn the truth of this matter, along with the sources of disinformation.
