He is following military custom of saluting an MoH recipient in that photo. He is not returning a salute. Ike was saluted as he came to the stage as POTUS in JFK’S Inauguration. I did not see him return the salutes.

As far as I know, Eisenhower never saluted military personnel if he was in civvies.

When President Ronald Reagan wanted to start the practice, he asked a young Marine who was attached to the helo detail if he should salute his Military detail.

I just watched the video. I swear the squint eyed clown was about to nod off. A Military command was give where everyone dropped their hands from their heart. Biden looked like he was startled (woke up) and impulsively look at his watch. “Who am I, where am I, what time is it? Pathetic.
