WASHINGTON, Sunday, Aug. 25.
When Gen. BANKS telegraphed to head-quarters here that there was a mutiny in the Nineteenth, and asked what he should do with the mutineers he was promptly instructed to send them to Baltimore, to be shipped to Tortugas. But it was supposed the men would reconsider the matter and not put the Government to the trouble of prescribing a sea voyage for the cure of their complaint.
Judge WAYNE, of the United States Supreme Court, has decided in a made case that Government has a right to exact service from troops for the full term of their enlistment by the State. This judicially settles the question raised by the two-year regiments from the State of New-York.
Throughout yesterday, the city was in a state of great excitement, growing out of the reported arrests of Mayor BERRETT and other persons in high position in Washington society. The facts were generally known, and to them were added many absurd rumors, which, however, were corrected during the course of the day. It was deemed prudent to suppress the telegraphic announcement of the arrest, yesterday, but to-day the embargo has been removed. Mayor BERBETT was arrested at 4 o'clock yesterday morning at his house, by a portion of the City Guard, acting under authority of the Provost Marshal. He is charged with treason. He was quietly conveyed to the cars. He had a few moments' conversation with his brother, previous to the departure of the train, at 6 o'clock. The destination of Mayor BERRETT was understood to be Fort Lafayette, New-York.
On Friday, Capt. ROBERT TANSILL, and Lieut. THOMAS S. WILSON, of the United States Marine Corps, tendered their resignations. The resignations were not accepted, but their names were at once stricken from the roll.
