WASHINGTON, Monday, Aug. 5.

Major-Gen. BUTLER returned to Fortress Monroe via Baltimore, this afternoon. He had leave to visit Washington, and came here for the purpose of looking after the confirmation of his appointment as a Major-General, which hangs fire in the Senate, but which will probably now go through. Some four or five other similar nominations were also laid over, and continued under advisement when the Senate went into Executive Session to-day. The Senate has manifested quite a disposition to look with a careful eye to nominations; and it will not be surprising if, when that body adjourns, there are not quite as many Major-Generals and Brigadier-Generals as the country had reason to fear.

THE TREASURY.

The monthly statement of the United States Treasurer shows that he had $7,282,475 21 subject to his draft on the 1st inst. This statement includes, as yet subject to draft, various sums deposited with the Sub-Treasurers of the rebel States, which I suppose is most emphatically a legal fiction. It is a little singular that the Sub-Treasurer of South Carolina paid in full, and not a cent is recorded as subject to draft in his hands.

PUBLISHING MILITARY MOVEMENTS.

The Star and Republican, of this city, continue to publish the arrival and disposition of our troops in this vicinity, notwithstanding the agreement not to do so, entered into by the representatives of the Press here at the request of Gen. MCCLELLAN, and the enemy are undoubtedly furnished as usual with files of the local Press, containing valuable information.

Our editors here argue that while civil war is not supposed to be about slavery, maybe it should be, and for sure the Union army should free Confederate slaves who seek its protection.

Just a few days ago there was an article from a Confederate newspaper saying the Confederate congress will investigate what actions it can take in retaliation for the Union army freeing Confederate slaves.

By any reasonable reading Civil War did end slavery as they knew it in 1860, though it's also pretty easy to argue that "slavery" in other forms, including metaphorical, is still with us.
