The so-called "Committee of Experts" is floundering just like other experts all around the world. Andalucia is a region in Southern Spain, largest in population and second largest in area. It is also where major tourist areas are due to its beaches and warm climate. They desperately want to keep it open, especially to foreign tourists, so they are trying anything they can. If they can't get the tourists back unemployment will explode, and it's already officially at 13%.

If this works maybe they can require that people going to meatmarkets/nightclubs prove they don’t have any STDs before they will be allowed to enter.
