The new rules will closely align with policies recently put in place for government officials in California and New York City, the person said, speaking on the condition of anonymity because they weren’t authorized to disclose the plan. The White House has stated time and time again that black Americans are unable to obtain IDs.

Then that is not a mandate, is it? A mandate would be for all Federal employees to be vaccinated or face termination.
But they can't force experimental vaccines on people, per the ethics guidelines of the WHO.

I suspect that this announcement tomorrow is going to hit like a ton of bricks.

JUST IN - CDC now recommends that vaccinated people be tested for the coronavirus if they come into contact with someone infected with Covid-19, even if they are asymptomatic. Previously, it was only recommended that vaccinated people get tested if they had symptoms. - NYT
