WASHINGTON, Friday, July 26.

The Postmaster-General and the Mexican Minister have concluded an arrangement for a mail between some point in the United States and Vera Cruz. The terms of a contract for transportation have also been arranged, and the whole matter virtually concluded.

The following is an official list of the Killed, wounded and missing of the Thirty-eighth New-York Volunteers, Col. WARD. By the way, this Regiment and the Twenty-seventh, Col. SLOCUM, were quite as much in the fight as any other two regiments, the Zouaves, Sixty-ninth and Seventy-ninth not excepted:

Wm. E. Straight, Orderly Sergeant, Company I. Samuel Ashworth, Third Sergeant, Company B. John McBride, Fourth Corporal, Company I. Wm. Wier, James H. Hart, Chas. Paulson, Geo. Robinson and Louis Williams, privates of Company B.

John Osman, of Company H.

James Flynn, of Company F.

WOUNDED.

Capts. Hugh McQuade, Company F, severely and a prisoner; Robt. F. Allason, Company C, slightly.

John Brady, Jr., Second Lieutenant Company D, badly wounded in the wrist.

Thomas S. Hamblin, First Lieutenant Company B, severely, and a prisoner.

Arthur T. Pickett, Second Sergeant Company I, and N. Schermerhorn, Second Sergeant Company H, slightly.

G.B. Stevens, First Corporal Company H, slightly.

Marvin P. Lord, private Company B, slightly; Walter Kniffin, slightly; A. Klaila, Company C, dangerously; J. Maier, Company C, dangerously; A. Scharf, Company C, mortally, J. Schimelfening, Company C, mortally; William Chambers, Company D, slightly; Martin Donahoe, D, ditto; John O'Brine, Company E, ditto; Anthony Weldon, Company E, ditto. Privates Company F -- John McIntyre, slightly; Patrick McCann, twice slightly; Martin O'Neill, ditto; Thomas Murphy, do.; Wm. Fielding, ditto; Edward Sweeney, G, ditto; Benj.
