I agree with the root rot diagnosis.
What’s the rain like coming off the roof onto that spot? I have a spot across the front where everything but ONE Viburnum are vibrant and healthy. The one that’s not doing as well does get too much water when it rains.
Also, you could have a pocket of clay where the dying Rhodie is planted, which is holding to much moisture for it to thrive.
Any problem with a snow dump off the roof there, or is it getting salt from the walkway in the winter months?
