WASHINGTON, Wednesday, July 10.

The proposed postal convention or treaty between the United States and Mexico, respecting which negotiations between the high contracting parties in Washington have been pending for some weeks past, has fallen through for the present, at least. Postmaster-General BLAIR imposes stipulations which Mexico cannot concede. There is no immediate prospect of direct mail facilities with Mexico, and Government will probably continue to avail itself of the Penobscot River, or some other equally desirable route.
