All the regime (both parties, elite ruling class) has to do is say, “X is true because of reasons, A, B, and C,” and then get people, “experts,” to go on the MSM and repeat the statement and reasons in their own words, over and over.
It doesn’t have to be logical, it doesn’t have to be supported by facts, it doesn’t even need to be consistent with what they were saying last week.
It works. Many people will believe it. And even if it’s only a few who believe it, the argument has the appearance of truth, and the official codified stamp of truth, which is much more important than public opinion anyway.

To your question...why is funding the local police a federal government purview?
Same question...why don’t they fund dog-catchers, Little League Baseball across the nation, honky-tonks, and all 3rd-grade school teachers?
Once you open up this mess, we all contribute into a pot to help poor blue-states, which failed to keep businesses open and keep revenue taxes at a level to cover simple things like local police.
