WASHINGTON, Friday, June 28.
SOLDIERS' LETTERS.
A good deal of irregularity occurs in the prompt delivery of soldiers' letters here, for the reason that their friends neglect to be particular in the direction of them. All letters for the camps should be plainly addressed, giving the number of regiment, and the letter of company, with the State from which they come, to insure their reaching the destination intended.
Col. STONE's command is still at Poolesville. The New-York Ninth Regiment is at Monocacy, below Frederick, Penn.
The First New-Hampshire, Col. TAPPAN, guards the ferry opposite Leesburgh. There has been no disturbance there lately. The rebels occupy positions on the opposite side of the river in small force.
Several of the regiments around us have just been paid off up to the 1st of June, and many of the boys find their way over to the city, creating some confusion at times. Gen. MANSFIFLD has ordered a strict investigation into the late disturbances, with a view to punishing the offenders.
The interior of the Capitol has been renovated and cleansed, and will be in order early next week for the reception of its occupants, the Senators and Members of the House. Matting is laid down in the principal rooms; the desks and furniture have been revarnished; the frescoing, which was defaced, has been restored; new cushions and carpets in the Reporters' Gallery are furnished, and everything is looking substantial and comfortable once more. The work has been faithfully done, under the supervision of E.E. JONES, of this city.
There is no doubt that the Government has recently determined to make a forward move in Virginia at an early day. All the indications point to this.
