When I was growing up in Florida (in a town that was maybe 40% black) I saw that if a black kid did well in school, the other black kids would attack them for “sucking up to whitey”. To me this seems to be the root of the self perpetuating problem.
Charles Patne from Fox Busines had exactly the same childhood. He mentioned it once.
As you point out, a toxic black culture has taken hold, and Leftist teachers bear some responsibility for its perpetuation.

Black racism is itself rooted in the low expectation of oneself, not as an individual but rather as part of a group of underachievers.

I does not change. My daughter’s best friend is black. She’s also a medical student on her last semester before becoming an MD. Her family calls her “white girl”.

The parents need to be responsible and break the chain. There are few role models and too many drug addicted single mothers raising children who will be just like them. I had a coworker who had worked a short time in his youth as a census worker in rural Alabama. We were talking about how the fatherless black children tended to become wild, feral youths. He recalled filling out forms with a single black mother with many children. She pointed to one of her children proudly and said "He know who his daddy is".
When I was in the Army my promotion from e4 to e5 was delayed a couple of months because the Army came up with some mandate that they had to promote blacks. The CO of our company (who was also black) would pick the worst ones because he know he would have to bust them for something in the next month. He came up through the ranks when blacks had to really be better than everyone else to make rank.

One (or both) of two different sociological terms fit here:
(1) Crabs in the bucket
(2) Tall poppy syndrome

So she goes and betters herself and becomes a doctor, and rather than hail her achievements, her family trashes her.
This whole thing is perpetuated by modern education, and black’s attitudes towards anyone that does well. It’s prevalent all over the US. I haven’t noticed that here in Canada, at least not in western Canada. We don’t have that many either, but the ones I know, their families all encouraged them to succeed.
There’s a sickness amongst the blacks in the US, and it’s not a civil war or racism.
Many blacks feel their whole purpose in life is to make white people feel uncomfortable.
I’ve worked with a bunch of immigrants from central African nations. Almost all of them think American Blacks are spoiled and lazy.

That seems counterproductive.
I don’t get uncomfortable around them.
When I was in the US running a job in Nashville, I was walking back to my hotel and I saw a group walking towards me. I simply crossed the road, hopped a retaining wall and cut through a commercial property back to my hotel. They were indignant that I would do that. I wasn’t uncomfortable at all, I just took appropriate self defensive measures.
Uncomfortable?? It has moved way beyond that. they are taught that all their problems in life is because of Whitey and CRT is nothing more than propaganda to get Whitey. When the Whites are gone, the world will be milk and honey, although milk is white so there is that.
The Hotel Alex Johnson in Rapid City had revered swastikas in its tile work.
