The parents need to be responsible and break the chain. There are few role models and too many drug addicted single mothers raising children who will be just like them. I had a coworker who had worked a short time in his youth as a census worker in rural Alabama. We were talking about how the fatherless black children tended to become wild, feral youths. He recalled filling out forms with a single black mother with many children. She pointed to one of her children proudly and said "He know who his daddy is".

Welfare facilitates this. If underclass women knew that they would get no additional government funding, and would have to support their spawn by working at a fast food place 12 hours a day, then they would be much less likely to have kids.
