I spent about a year living in downtown Chicago about 8 years ago or so. Thank GOD I left back then. The problems of the Southside, which were considerable even back then, pretty much did not make their way north of the Loop.

It’s also the courts which released them and the failure of the media to report individual case follow up. This is because of fear being accused of racism.
