JOHN A. DIX, of New-York, will be commissioned as a Major General to-morrow.

WM. WILLIAMS, of Hollidaysburgh, Pa., has been appointed a Major in the Army.

Secretary SEWARD to-day reviewed the Cayuga Regiment, at their camp on Georgetown Heights.

THE PRESIDENT ON THE VIRGINIA SIDE.

The President, and Secretaries CAMERON and CHASE, to-day reviewed several regiments on the Virginia side.

Hon E. JOY MORRIS has accepted the mission to Constantinople, and will to-morrow forward to Gov. CURLIN the resignation of his seat in Congress.

CHARLES WASHBURN, Commissioner to Paraguay, and CHARLES RIOITI, Commissioner to Venezuela, are in Washington, receiving their instructions. They will leave in the first steamer.
