Wikileaks document that referred to the destruction of a US moon base sometime in the 1970s has recently gained renewed attention. The document is dated January 24, 1979, and is titled “Report that UR Destroyed Secret US Base on Moon.” It was correspondence involving one or more officials from the U.S. State Department to Samuel L. Devine, a Republican member of the US Congress.
The document has tags “Operations–General | UR – Soviet Union (USSR)” which reveals that “UR” stands for the USSR. The document was marked unclassified, which suggests that the content of the correspondence did not contain classified information, and involved open source material widely available at the time. The fact that officials were discussing such a topic raises the question, did the USSR destroy a secret US moon base sometime before January 1979?

Thus the larger question - presuming that the prospect of the US having built a moon base in the mid to late 70s is true - is therefore,
How did we build a base without rockets and why are the Russians, Chinese etc being silent on the matter, since they obviously know exactly what's going on???
Two questions. How and what benefit to keep it classified?
Who was living on the moon for those four years between the destruction of the moonbase and the last Saturn launch?

Actually, the US Army did research and draft a proposal to establish a base on the moon. In 1959 a feasibility study was begun under the name of “Project Horizon” to “establish a lunar outpost.” It was declassified in 1961. And it was NEVER built.

This is all true. The Dr. Who Moonbase episode was destroyed (half) by leftists (the BBC) by the year 1979(https://en.m.wikipedia.org/wiki/Doctor_Who_missing_episodes ).

A lot of proposals/speculation about the US building a base on the moon appeared not only in “UFO Magazine”, but also in Popular Science and/or Popular Mechanics, back in the 50’s and 60’s.
Nothing new here. I smell a fake story.
There are so many conspiracies flying about (including on our side) that ironically this one, as crazy as it may appear, is one of the more believable ones. Which is sad.
