WASHINGTON, Tuesday, May 7.
Secretary SEWARD's letter of instructions to Mr. DAYTON, Minister to France, has excited much interest here, and is universally commended as a dignified, statesmanlike document, worthy of the occasion, and placing the position of its author upon the great questions of the day above and beyond suspicion. The Secretary's letter to Mr. ADAMS, Minister to England, on the same subject, I learn, from a competent source, is more elaborate -- considering the secession question more in detail -- and is even abler than that to Mr. DAYTON. It is hoped Mr. SEWARD and the Executive will promptly yield to the general desire for its publication, as a means of satisfying the public mind that the spirit of the Administration is fully up to every wise demand of the hour. Possibly the document may go forward to-night, in time for publication to-morrow.
The concentration of Virginia troops at Alexandria, mentioned in last night's dispatch, is confirmed, and is in exact accordance with Gov. LETCHER's recent proclamation recommending the gathering at that point of the militia from several counties. They still, however, seem to have no specific object in view, and must retire soon as they have exhausted what provisions they brought with them, and supplies cannot be had at the place of rendezvous. Their numbers are variously stated at from 8,000 to 15,000 -- the balance of testimony and probability favoring the accuracy of the lowest number.
The Montgomery troops referred to last night had only got as far as Richmond. Government is advised that they were ordered to march northward, through Richmond, but whether they are to go to Alexandria or to Harper's Perry is unknown.

History agrees with our editors, saying no Confederates died in the battle...
