If the plane is from the Phoenix PD, The Arizona Senate can demand all records obtained from the flight. The Phoenix PD exists (as does Phoenix as a legal entity) as a creature of the State of Arizona.
I assume that deep dive researchers have looked to see what was the normal flight pattern of this plane BEFORE the recount started? Or is that too logical?

Just a few paragraphs up, they said the aircraft belonged to the Phoenix Police Department.

The plane pictured with number HB-FVP is a demonstrator for the company, not the actual plane circling; the PC-12 designation is the plane manufacturer and type.
Without the tail number, there is no way to know who is operating the plane, which is why the graphic shows N/A for Registration etc and shows only the generic plane type.
Speculation that it is operated by some government agency is just that until shown otherwise; it could just as easily be Nancy Pelosi’s plane or whoever is running the DNC or some citizen schmuck shooting real estate photos of the buildings
Its recording which cell phones are in the area talking. While they can do this on the ground later. Its easy now to figure out who is talking and where, without a warrant using this plane. One of these planes can, and do fly around foreign countries of interest and record or otherwise detect all transmissions. They can even simulate local phone use. And they can bounce internet traffic into the area. The real work is being done in Florida. The plane is there like a local router. The plane can even connect into the local network of the counting center.
