WASHINGTON, Sunday, April 28.
Government has determined on the immediate establishment of a National Armory at Rock Island, Ill., to supply the loss of that destroyed at Harper's Ferry.
Five employes of the Navy-yard at this city were discovered yesterday filling shells with sand and sawdust. They were arrested, and are now under guard of the Seventh Regiment at the Capitol. They will probably be tried by Court-martial, and, if convicted, shot.
The propeller Daylight came up the Potomac without the slightest difficulty. She had no armament except one little howitzer. All on hoard are well. The Bienville also arrived with horses, battery, &c.
The troops arriving on the Daylight are camped to-night at the Arsenal.
Flour has declined again here to moderate prices.
WASHINGTON, Monday, April 29.
Gen. HARNEY arrived here to-night from Richmond, whither he was conveyed by the Secessionist militia of Virginia who arrested him at Harper's Ferry. He was promptly released by Gov. LETCHER, who apologized freely for the arrest and detention, declaring it was entirely the result of mistake on the part of a newly-appointed and over-zealous militia General.
HARNEY is very guarded in his expressions as to his future course, giving not the slightest indication as to whether he contemplates resigning or to maintain his loyalty to the Government. He says he saw very few troops at Richmond, and thus confirms other statements from that quarter, showing the Confederate forces assembled there thus far to be very limited in number.
The orders issued to-day by the President call for forty thousand volunteers for the Army, to serve three years, and to receive $100 bounty at honorable discharge.

Our editors use the phrase "sic semper tyrannis" to describe the rise of West Virginia and the future overthrow of the old order in the Old Dominion.
Somehow I doubt if this is the last time we'll see that phrase used.
Our editors do not think the Union is moving nearly fast enough to raise an army and defeat the rebellion.
They pointedly equate nullification by Border States with secession in the Deep South and so counsel against delaying military action in hopes of appeasing Border State nullifiers.
But Lincoln is exactly focused on the Border States, Kentucky especially, of which he says that to lose it is to lose the nation.
So very curious how, now 160 years later, Kentucky's wishy-washy leadership is still at the heart of the battle for our nation's soul...
In 1861 Kentucky voters will rise up to overthrow their wishy-washy secessionist leadership and so save our country.
Wouldn't it be nice if today...
