Very good question that I have been curious about myself. I think it is public property and belongs to the people. Hence why they have never been able to close the galleries off from the public. The only change might be the unconstitutional new Covid rules that they think override the legalities of public property access.
Considering they held the doors open for people, it must have been.
I think some entrances blocked people while others invited them in. Not sure though.
I applaud the protesters who were outside the Capitol on January 6th. But I have some reservations about those who were inside. Because Nancy Pelosi’s office was certainly closed to the public.

the doors were open. the people were waved in by the police. our folks stood in the rope lines. unarmed Ashli Babbit was egged on by a provocateur and summarily executed by some leo, whose id is being covered up, with a gun.
if the doors were open, why was antifa/blm breaking windows? because it was provocation and a planned attack under cover of the rally.
so again, since the first night when, when we had enough information after 24 hours, i said here it wasn’t an insurrection, riot, storming, etc. it was a planned attack by agent provocateurs enabled by the dc police, and mcconnell and pelosi who were supposed to be in charge of security.
