In a landmark vote, French lawmakers have unanimously adopted a legislation that outlaws sex with a child under the age of 15 as rape.
Under the new legislation, approved on Thursday, sex with children below the age of 15 will be punishable by up to 20 years in jail, unless the age gap between the partners is small.

What if you spend 20 years in jail first? Then can you have sex with a 15 year old?
What am I not understanding here?! If a child can't give consent (e.g., because it's under 15), then any intercourse with it is per definitionem non-consensual!!
I.e., even if the child says PLEASE HAVE SEX WITH ME!, it can't give consent, the sex is therefore non-consensual, and the (adult) partner is therefore guilty.

This is actually a big deal; what we call “incest” has been legal in France since Napoleon imposed the Napoleonic Code. Maybe longer, I’m not sure whether previous common laws in his Empire outlawed the practice.
