Look for the Justice Department to issue new, tougher definitions of what constitutes "80%" completion of a receiver, and not allowing an 80% receiver to be bundled with all of the necessary parts to complete the firearm as one "kit."
* The Justice Department, within 60 days, will issue a proposed rule to make clear when a device marketed as a stabilizing brace effectively turns a pistol into a short-barreled rifle subject to the requirements of the National Firearms Act.
Look for the Justice Department to codify with hard numbers the ATF's attempt last year to arbitrarily define what constitutes a pistol brace vs. a short barreled rifle. i.e.: The brace must not have a length of pull beyond xx inches, pistol with brace must not weigh more than xx lbs, etc.
* The Justice Department, within 60 days, will publish model “red flag” legislation for states.
States that wanted Red Flag laws have already passed them. States that haven't, didn't. Issuing new model legislation will do nothing to change this.
* The President will nominate David Chipman to serve as Director of the Bureau of Alcohol, Tobacco, and Firearms.
David Chipman is a former ATF agent who currently works at the Giffords anti-gun organization.
Yes the whole thing is BS.
And on the 61st day, I expect a slew of legal challenges to this “order”

I would love to be in charge of the ATF.
I would be opening Alcohol, Tobacco, and Firearms stores all over the country, along with shooting ranges.
It will be much longer than 61 days for the legal challenges.
This will follow the established "Notice of Proposed Rulemaking" process. The proposed rules will be posted in the Federal Register, followed by a set time period for public comments. Then the agency has to read, summarize, and respond to each public comment. This will take 6 months at least.
Then the agency either withdraws or makes final the proposed rule.
At that point, once the proposed rule is adopted, that the litigation begins.
