The Recognizing the Protection of Motorsports bill fights EPA overreach.
Like all nasty brawls, this one has been festering for a while; back in 2015, the EPA had proposed extending emissions standards to include dedicated off-road vehicles as well as race machines (including street vehicles converted for use on the strip), and the Specialty Equipment Market Association (SEMA)—the trade association for aftermarket equipment manufacturers—lashed out, saying the agency’s actions were a gross misinterpretation the Clean Air Act (CAA) that would legislate a sizable chunk of the motorsports aftermarket out of existence. Because of massive public outcry, the EPA ended up pulling that controversial proposal, though recent court cases show the agency is again cracking down on makers of aftermarket performance parts that mess with vehicle emissions.

That was long ago before that I was into flat track/motocross...

In MA, they stick a Db meter into your pipes and fine you for SOUND.

We live in a rural area of N.J. We hear exhaust sounds from bikes & cars every day. It is music to this old drag racers ears and I love it. I have never heard any one complain about the sound or the pollution.

SEMA is trying to help the hobbyist. SEMA has done more to protect the car, truck and motorcycle hobby than any group out there.
EPA is behind the annoying feature in new cars shutting of the engine at every stop. My truck has a button I have to push in order to override it, but it resets once you turn off the vehicle.
We rented Chrysler Voyager with that feature. What an annoying PITA it is. Constantly stopping and restarting an engine actually causes more wear and tear over time. Like EVs all it does is make the tree huggers feel good thinking their saving the planet.

Today’s day of 3d printing, fabrication and excellent battery tech will only force people like to fabricate, not buy.
I’m ok with this because I’ve been a car guy, then a modifier, then a mechanic, then a machinist and now an inventor. I work with all kinds of materials, programming, fabrication and engineering.
