I’ve had to get massages lately because I prepaid for them and they are going to expire.

I understand your definition. Fauci is not an idiot. He’s a very smart person capable of using many techniques to get what he wants. Terms like idiot might cause some to underestimate the man. I would use ‘misguided’ or ‘mistaken’ or something similar.
How about “enemy of freedom”?
