Democratic Representative Ilhan Omar of Minnesota has reintroduced a bill to cancel rent and mortgage payments due to the coronavirus pandemic. The bill would “institute a nationwide cancellation of rents and home mortgage payments through the duration of the coronavirus pandemic.”

When the lockdown/business-closures were decreed a year ago, those businesses were effectively “taken”, as they may have still been owned, but they were no longer usable.

Even then, there is no delegated power given to the federal to spend money for individual welfare at all, that includes paying rent. Just as there is no delegated power for Congress to regulate or interfere with private contracts among the several States, which includes rent or other leases.
The economy is like the physical environment: dam up one area and you will have drought or flood in other places.
Might as well just go ahead and eliminate money of all kinds... everything is free.

Landlords shouldn’t have to make mortgage payments either then? I think this is just grandstanding Because the brunt of the pandemic appears over.
