Just means a positively charged cloud or its emitting beta rays (radio active). Raining electrons is an odd way to put it. A thunder storm is also charged which is why there is lightning.

Solar minimum is removing plasma protection of the Earth. This could erald a global cooling because this plasma rain tends to cause ion fabricating clouds to form. Floods in China are an indication.
