"Diplomats, aid workers and NGO staff have chosen to leave North Korea rather than risk being stranded due to the country's inflexible and strict border controls. Foreigners that have chosen to remain in North Korea have described an increasingly dire situation in Pyongyang, with grocery stores running out of food and people losing their jobs..."
Sounds like Gavin Newsom is in charge.

I will give Vladislav Sorokin, the Russian Foreign Affairs person full credit. he wanted his family out, and if he has to get a railroad push cart to do it, he did it.
He got his wife and kids out of the country before they could be used as pawns against his country and against himself.
Man has to do what a man has to do.

Chinese diplomats are also fleeing. The situation must be really bad for these two communist countries, and allies, to pull their diplomats out.
