A Baltimore convict and community activist has come up with what he says is solution to the city's soaring murder rate - paying killers not to shoot people.
Tyree Moorehead spent 18 years in prison for second degree murder which he committed when he was 15.
He was released from prison in 2012 and has since devoted his time to trying to work with criminals in Baltimore to reduce crime rates.
He told FOX 45 this week that he believes the way to lower the city's soaring shooting numbers is to pay criminals not to kill people.
'I can relate to the shooters, guess what they want? They want money.
'I've talked to these people, I've seen the shooters, it’s a small city, I know who the hustlers are,' he said.
He didn't give any more details as to how such a system would work.
Baltimore had the second highest murder rate in the US in 2018 and 2019 after St Louis.
New Orleans and Baton Rouge in Louisiana were second and fourth.
Chicago's gun violence problem is prolific but its number of murders there per capita has never put it in top five for deadliest cities in the US.

In 2016, officials in Richmond, California, tested a program where they paid young offenders for staying out of trouble.
As part of that program, convicts or troubled youths could earn up to $1,000 if they completed a series of goals over a certain amount of time.
Community 'peacekeepers' - ex-cons - were used to enforce it and it lowered the city's murder rate to the lowest it had been for 30 years.

So, first you have to identify killers so you can pay them not to kill; typical liberal logic.
This started with early gun buy back programs. To keep liberals happy the police departments had to agree NOT to take names or check ID’s.
The result- cops recognized folks they had arrested turning in guns they had stolen for the cash reward - then using that money to buy better guns for their ‘trade’...
I’ve a better idea: arm their victims and the one by one watch the locals bury the criminal underclass.

Liberals said street criminals wouldn’t hand in their guns if they thought they might be identified or arrested. Of course the cops there keeping an eye on things knew the criminals by sight...

Actually, the black on black shootings are rarely motivated by money, except perhaps occasionally in connection with drugs. Mostly it’s just the out of control anger, “he dissed me” problem. This comes from not having any moral structure and no father to enforce one.
Black churches would be much better advised to spend their time working on faith and morality than on trying to get out the vote for the Dems.

Absolutely, they have been conditioned to accept there station in life due to the color of their skin.
Since they have been told that they are incapable of ever rising above their personal circumstances, they expect/demand people give them “free sh!t”, or they will turn violent.
