Then, only bolt-action magless will be allowed for normal citizens, registered (ammo, too), used for licensed hunting and sanctioned shooting events only, kept at your local cop shop and signed out for use.

The .45 will drop like a rock at rifle ranges making too much elevation to compensate for. It is best to have a high velocity pistol cartridge like a magnum or .357 Sig.

I've been able to find 16ga during this ammo crunch. 28ga is also available.
Over the past 3 months I have been trying to find 20ga buck shot and slug, but no luck.

I would agree to som point, but you don't always get to pick time or place. That being said, a pistol at home should be used to fight your way to better weapon. I always found Clint was able to cut through the BS best: Clint Smith, Terminal Ballistics

Don’t bet on your lever action rifles being safe from confiscation.
According to Neal Knox back in 1989, when California proposed it’s first Assault Rifle Ban then INCLUDED a ban on some pistol caliber lever action rifles.
Gun owners raised so much h-ll about it the lever action ban was removed and the bill shelved.
Then the state released Pat Purdy from a mental institution, allowed him to buy a handgun and an AK-47s in Oregon, passing all the “Waiting periods” and other hassles.
He then shot up the Stockton School yard killing several kids, then himself.
BOOM! The AW ban was pulled out and passed so fast there was no time to mount opposition to it. But it did not ban lever action rifles. YET.

This is likely old news to many readers but for those less familiar with lever guns, they are one of the few firearms that enable you to "top off" your ammunition as you deplete it. (Shoot one - reload one, shoot two - reload two)
You can't top off revolvers and firearms that are only magazine fed. (Some top loaders such as an M1 or M14 can be loaded by single rounds or with stripper clips but it requires the bolt to be locked so it's slower and less convenient).
The ability to "top off" may seem unimportant compared to other firearm criteria but depending on your defensive scenarios, it might be a best choice. I can think of several situations such as putting rounds down a driveway until help arrives but also in a more urban setting where you're defending the top of the stairs and single rounds down the staircase may be enough to keep attackers from rushing your position until help arrives or they decide to find more vulnerable targets.
Tube fed firearms such as shotguns and side gate lever actions let you load single rounds at a time.
Side gate is more difficult to load a full tube and more difficult to empty since you have to lever each round out.
Rod fed is easier to load and unload a full tube the first time but doesn't allow "topping off" and might be the last weapon type you'd choose to reload in the middle of a gunfight.
Some of the newer Henry rifles have both full rod feed as well as side gate feed to offer the best of both scenarios.
If this is enacted, even a lever action rifle will require a background check, phycological exam, federal license with passing a training class, federal registration, and an $800 insurance policy. Enjoy your train ride.
