WASHINGTON, Wednesday, Jan 23.
THE LATE COMMANDER AT PENSACOLA.
Capt. ARMSTRONG, late Commandant at the Pensacola Navy-yard, had a personal interview with Secretary TOUCEY to-day, and detailed the circumstances attending his surrender. Official judgment is suspended till a written report shall be made. He says he only had twenty-three instead of sixty men, to oppose five hundred and fifty assailants; so resistance was useless. Not mere than one-twentieth of those employed in the yard remained true to the Government. The rumor that Capt. FARRAN was one of the attacking party is untrue. He was the Commander of the yard, and when the assailants demanded to see Capt. ARMSTRONG, Capt. FARRAN escorted their officers to Capt. ARMSTRONG'S quarters. This I have from an officer who was present. Lieut. RENSHAW'S resignation had been accepted prior to the transaction.
THE GEORGIA SECESSION ORDINANCE.
The Georgia delegation has been the first to get an ordinance of secession spread upon the Journals of Congress. Mr. HILL, of Georgia, would not sign the letter sent into the House by the other members, announcing officially the secession of that State and their own withdrawal, but sent in a private letter resigning his seat, in consequence of the signification of his State that she no longer desired a representation upon the floor of Congress.
Senator IVERSON expects a letter from Mr. TOOMBS to-night, which he, too, will sign and present to the Senate to-morrow, and withdraw. This letter is also to embody the ordinance passed by Georgia.
The Civil Appropriation bill will be considered in the Senate Finance Committee on Friday, and the Naval Appropriation bill early next week.

Whenever I go on FR in the morning and start scrolling through and see the headlines of your posts, I always have to ask myself, is this now, or 1861?
Stay safe and dry, Homer.
I am more worried about the folks who live on low ground along the Pajaro River that flows between Santa Cruz & Monterey counties. They got badly flooded the last time we had prolonged heavy rain. The Corps of Engineers has supposedly made corrective improvements but we won't know how well they work until the test comes. That should be this week.
