Lighten up...you're too quick to go for the throat..
check out this video...it's a sign-language tour of the WH (Pres.Obama) When? not sure. Watch in full screen.
Check out the windows @4:27.
https://youtu.be/lsrd9m7rx90?t=248" Now look at this photo - 02/2011:
same office? windows seem same?
Then check out the windows in today's oval office in this article.
https://www.thedenverchannel.com/news/national-politics/see-what-changes-president-joe-biden-has-made-to-the-oval-office The windows in just this article seem different from each other, or not.
Then check out this photo. Window seems same as the 2 photos above.
now what? Some windows do look top over. Some\most seem bottom over? Is it possible it's just camera angles?
BTW...Justin case someone didn't advise you, did you know that the photo in #1,578 is mirrored and that's why he's left-handed?

“did you know that the photo in #1,578 is mirrored”
For the sake of routine, do you mind verifying this?

One of the issues is that there are at least two, maybe more, replica Oval Offices:
Clinton Library
Castle Rock pictures (or similar; set of “Indpendence Day”)
That hemispherical half-office over in Germany:

...without having Biden in the picture (and even then there’s photoshop), it’d be all to easy to take any one of those and say , “See? This *proves* it”.
On the internet nobody knows you’re a dog: and in this case it’s a double-edged sword.

Here is what I meant by a sheet of plexiglass ahem, tempered glass covering the window.
In the center photo, the window on the left shows it best. There's an extra glass frame covering the lower section of the window. This makes it 100% impossible to open the window from the inside, or raise it.

Looking more closely, there appears to be a 3rd sash that is movable from top to bottom.
During daylight hours (Obama and Trump), it is on the top and during nighttime (empty), it is on the bottom.
Think tossing or launching a grenade or incendiary.
Is this an added security device?
Well, if the worry is that during the day and the target sits at the desk, the nest sniper angle is from above.
At night, best angle of attack on a typically empty office is from ground level.
