In a nutshell, what is the main diff between the Insurrection Act and the 2018 EO? Is there any rationale for both to be enacted/enabled?

In short, if the foreign interference in the election results in a deprivation of the Equal Protection Clause of the Fourteenth Amendment to any U.S. citizen, (i.e., vote dilution due to illegal ballots counted, or fraudulent vote tabulations), then it can trigger the Insurrection Act:, even if there is no armed invasion.

10 U.S. Code § 253 - Interference with State and Federal law
The President, by using the militia or the armed forces, or both, or by any other means, shall take such measures as he considers necessary to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy, if it—
(1)so hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
(2)opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.
In any situation covered by clause (1), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.

Do note, that the refusal of courts to address the issues based on standing, laches, mootness, etc. does not deprive POTUS of the power to act, nor the duty.

It is hard to stay up with all of the information coming at us so fast and to divine what is true and what is not.

THEN..the Hannity interview with Graham the other night where Graham basically BEGGED Biden to stop the impeachment. He made the statement that if Biden did not-”God help us”

Graham was supposed to have been in contact with Trump most of the day. Graham looked spooked-REAL spooked.

Also I read, or saw, a piece where the Pentagon had stated that the P’lout had tried to convene a coup over the codes.

We know she tried to gain access to them, that in itself is an act of treason IMO.

Lets say this isnt fantasy. And it happened.

If I were Trump, I would set it in force, and after a couple weeks after all the guilty culprit's are rounded up, then get in front of the nation and say that he will step down till the nest election is slated. Then, not run for re-election. The question is, has Pence actually split? Because no matter if he has or hasnt, then legally, he is the next President.

Why? That makes him look like a hero. Just my opinion.

From my research, the Insurrection Act covers many areas. Trump's EO 13848 is about international interference in our election process. Unless the Dominion hardware and software can be proven to interfere, it's a no go.

Arturo D’Elia's confession in the Italian federal court in Rome is enough evidence to trigger Trump's EO, and it was on more platforms than just Dominion. He confessed to not only switching votes from Trump to Biden, but also creating Biden votes out of nothing. This is confirmed by state like PA having more votes cast than voters. The Italian court found Arturo D’Elia so credible he and has family were granted protective custody. Try spinning that as "unsubstantiated".

If the insurrection act has been signed, that means that the military is now in charge of the country. That would be de facto martial law.

No it's not martial law. The Insurrection Act allows the military to be used for law enforcement, but only if POTUS so chooses. The U.S. Marshals Service could be used to seize evidence, or the militia could be called forth to perform certain tasks. Calling this martial law is overly dramatic. POTUS might suspend habeas corpus, but the Constitution is not suspended. For example, the right to freedom of expression could be restored by this action, not suppressed.
