Obviously you have not read the constitution. According to Rudy, Shaun Spicer, Jordon Sukulo and even the president himself, Pence is doing the exact thing they all agree he is suppose to do next.

Yes it probably hit her in the neck but you mentioned not seeing blood and I gave my reason probably why no blood was seen.
I just looked up about being shot with a rubber bullet and here is what it says. Regardless of weather the rubber bullet caused the brain bleed or hitting the floor did.
