Texas has a sort of private police force option but my recollection is that it is limited to unincorporated areas. The way it works is through the local Justice of the Peace of the area and using Constables, which is a separate policing force from the county sheriff. Typically, it will be larger but unincorporated community and via the home owners association will contract with the JP for policing services. This is funded by a levy to homeowners via the HOA fees. The contract specifies the number of Constables, equipment furnished and maximum response times for routine and emergency assistance, etc.
If Buckhead wants increased policing they should contract for it via the county sheriff.
I think the situation you describes is how the Zetas got started in Mexico.
In the coming Unpleasantness, these Cloud People, these gated community dwellers will discover that its impossible to maintain 500 yard perimeter where they live and everywhere they go.
