WASHINGTON, Friday, Nov. 30. Mr. COBB will not resign until after the assembling of Congress and the delivery of the President's Message. Messrs. COBB, FLOYD and THOMPSON will issue a disclaimer, to be published in some Washington paper, repudiating the position, taken by the President and the remainder of the Cabinet, which will, it is believed, lead directly to breaking up the Cabinet. It is generally understood that Mr. COBB acts not so much upon his own judgment as upon the advice of PHILIP R. CLAYTON, Assistant-Secretary of the Treasury, who favors secession, and is reported to be the author of the disunion articles in the President's or gan. A prominent Georgian says: "COBB's constituents give him altogether too much credit." The Treasury Report for the week shows $3,456,000 on hand -- an increase of two millions over last week, by the payment of the Treasury loan. It was thought that the disbursing officers of the House and Senate would not have money to pay the members, but they will have enough to pay the Congressional dues, about $1,250 each, but not the mileage. The Pacific members are very angry about it, and will offer a bill for relief early in the session. The Republican members who have arrived deny all knowledge of the New-York caucus. They say it was only in regard to local politics. A dispatch to the contrary was received here yesterday. A report is current that opinion in New-York is fast settling in favor of COLFAX, for Postmaster-General; GROW, for Secretary of the Interior, and CLAY, for Secretary of War. The politicians seem afraid of Astor House caucuses -- they have been so disastrous in the past.
