Due to a surge in COVID-19 cases statewide, Governor Larry Hogan has announced a series of additional restrictions statewide to take effect this Friday, November 20th.
Beginning at 5 p.m. Friday, all restaurants, bars, and facilities where food and/or alcohol are served must close by 10 p.m. Takeout and delivery services are encouraged to continue, but in-person dining will not be permitted between the hours of 10 p.m. and 6 p.m.
In addition, all retail businesses, religious institutions, and personal services will revert back to 50% capacity restrictions, as previously seen in Stage Two of the state’s reopening plan.
Fans will no longer be permitted in the stands at any professional or collegiate stadium or racetrack statewide.
Until further notice, visitation at all Maryland nursing homes will be heavily limited, and all visitors must have proof of a negative COVID test result within 72 hours prior to their visit. Visits will also generally be limited to compassionate care visits. The state is doubling the number of Rapid Response Teams deployed to nursing homes and to other outbreaks, clusters, and hotspots to provide an extra level of triage and to supplement staffing needs.
The Maryland Health Department is also instituting mandatory, twice-weekly testing for all staff at nursing homes statewide, and mandatory weekly testing for all nursing home residents, effective no later than Friday.
In addition to limiting visits at nursing homes, hospital visitation will now be restricted statewide until further notice, with exceptions of compassionate care, parents or guardians of minors, obstetrics, and support for patients with disabilities.
All of these new restrictions come amidst a surge in cases statewide. Governor Hogan says the state has now seen 13 straight days with more than 1,000 new cases, including 2,149 new cases in just the past 24 hours. The statewide positivity rate is now 6.85%, the 8th straight day it has been over 5%. 20 of the state’s 24 jurisdictions have positivity rates above the 5% benchmark.
For the first time since June 7th, Maryland has surpassed 1,000 hospitalizations. Hogan says hospital capacity in the state is up 100% since November 1st, with 255 patients currently in the ICU.
The governor is also encouraging college students who are planning to return home, anyone visiting an older relative, and anyone returning from out of state travel to get tested.
“We are in a war right now, and the virus is winning. Now more than ever, I am pleading with the people of our state to stand together a while longer to help us battle this surging virus,” said Hogan.
It seems impressive, however a vaccine against a virus that has a 0.6% death rate, and I am not math whiz, but that looks like your chances of living from the virus are greater than taking your chances on a vaccine.
If we give it to front line workers, who infect more susceptible patients, and nursing home or elderly hospital patients, we'd be in good shape.

1Old Pro’s 30-40% figure is MUCH more accurate (29-45% for the 2018-2020, i.e. MOST RECENT period) than your citation of a bloviating, propagandizing CDC & their proclamation of “40-60%” when last year was an absolute disaster at 29% and only marginally better at 45% this last season (again, from CDC...who hasn’t lied to the public before, either. /s).
With the proclamation that vaccines will NOT end mask mandates, people who held out hope that a vaccine would end this manufactured crisis SHOULD CHECK THEIR OTHER HAND.

However, there is still no timeline for the international team to enter China and no guarantee whom they may interview, what records they will be able to see and whether they will be allowed to visit Wuhan, the city in central China that was ground zero to the epidemic. Instead, the WHO and Beijing have agreed that Chinese researchers will conduct the early stages of the investigation.
It will be left to them to interview patients, frontline doctors and scientists, review hospital records and medical samples, investigate what animals were sold at the Huanan market and try to establish supply chains, according to the WHO’s own mission statement.
The foreign experts will initially review and discuss the findings of the Chinese researchers from afar, conferring by video link and email.
Terms of reference negotiated between the WHO and Beijing have just been released - slipped out without notice while the world’s attention was diverted by the American presidential election. These state that the focus of the international scientists will be to “build on” and “augment” the “existing information” supplied by the Chinese side.
“China gets to call the shots,” said Lawrence Gostin, a professor of global health law at Georgetown University in Washington, whose department provides the WHO with technical assistance. “That’s how the Chinese operate.”
This process was “shrouded in secrecy”, he added, and the chances of the international team getting any useful information was slim. “That’s very frustrating and extremely dangerous. We need to know the origins as there will be future coronaviruses. You can be very good disease detectives, but you’d have to be wizards to go back nearly a year to assess how it jumped from animal to another animal to human.”
The quality and integrity of the individual scientists were not in dispute, said Yanzhong Huang, a Chinese public health expert at the Council of Foreign Relations in New York. Interference by Beijing was what was causing concern, he added...

1) I go to authoritative sources. I’m not misinformed, nor am I lazy.
2) 45% is within the range of 40-60%. And cherry-picking one year is intellectually dishonest. I could easily pull the data from 2010-2011 to claim it’s 60% effective. But that wouldn’t be representative.

A 95%-effective vaccine will end COVID-19. President Trump knew this, which is why he poured Federal dollars and resources into the Operation Warp Speed program to help move that process along. Doesn’t matter what Fauci or anyone else proclaims today; they can look into their crystal ball and claim whatever they like. Fact is: widely deployed vaccines end pandemics caused by stable genome pathogens like SARS-CoV-2.
Worked for smallpox, worked for polio, worked for measles, worked for mumps, rubella, diphtheria, pertussis, tetanus, hepA, hepB, and on and on and on and on. All diseases plaguing humanity for all of recorded history, all diseases wiped out soon after the widespread use of a safe and effective vaccine. And as I’ve said many times before, COVID-19 is no smallpox.
As soon as vaccines become available to the general public, this bug is dead. Yet another reason not to fear it.

I meant what’s the point of locking down again. The virus is everywhere. Millions tested positive. It didn’t go away the first time we locked down.

Ahh yes that makes sense. The lockdowns never had a point to begin with. MAYBE if you went about it China-style and lock people in their homes at gunpoint you could impact the direction of the transmission curve. As it is, we’re just packing more people into Costco and Walmart with these “lockdowns” while driving small businesses out of business and families into poverty.
