Didn’t Houston do something like that for hurricane victims? It turned out very poorly, if I remember.
I wish LA luck. At some point one has to learn the difference between enabling bad behavior and truly helping people. Most studies have shown that the homeless are composed of three or four groups. The smallest is a group down on their luck. another group has mental health problems, a third group has substance abuse problems, and a fourth group is some combination of the three previous.
Those down on their luck can be helped if they want help and are willing to do the hard work required to restart their lives.
So much of the current homeless problem focus is associated with substance abuse and mental health problems that the individual really isn’t ready to deal with. You can’t force someone to change and they generally tend to just walk away from treatment. That is the real problem.

This ‘structure’ was designed in 1969, and opened in 1971...next year, making it 50 years old.
My humble guess is that they want to ‘destroy’ it enough...that in three years...they will ask the state to fund them around $700-million to build a new facility.
As for this facility, county health authorities will probably condemn the place within five years. The tear-down cost will be enormous because of the needles and meth around the place.
That’s one way to fill the arena right in the middle of basketball season.

As someone who has more than a few years volunteering in this area, you post nailed it. I’ve taken teens on service projects to skid row and there are lots of services down there to get people back on their feet. Substance abuse and mental illness is not easy to treat or overcome. God bless.
