5150 in California means someone is mentally unstable and needs to be committed. So here in Texas I laugh when a bill or anything is 5150, and have to explain why, as it is California code.

He might have been referring to the pre-arranged rules "deal" that both candidates signed & that he was supposed to be moderating adherence to.
