Most likely because the unions can always be relied upon to round-up a respectable crowd for him on short notice. I guarantee you that all county employees have been given the day off and ordered to attend.

He is supposed to be here at 1:30 PM EDT in Hazelwood, a depressed, crime-ridden Pittsburgh neighborhood. I often had to travel through there and never felt safe.

Yes and no. Older people who have always voted for Democrats because "they're fo' da WORKIN' MAN!" certainly fall in this category. This is no longer a blue-collar union mecca. The union members who support Biden are now for the most part teachers and assorted government employees. The younger working people in the city proper are techies who likely supported Bernie. Many suburbanites have shifted to Trump.

Yikes! Hazelwood? Really? I once lived in an unfortunate part of town that shared their zipcode, and got redlined on my car insurance as a result.
The city has actually interfered with gentrification there in the name of keeping it “affordable”.
