Ummmm, there WAS NO National Football League when Teddy Roosevelt was president. Roosevelt did make such a challenge but it was to college football after a string of deaths caused by fierce hitting, minimal padding and the lack of a forward pass to give defenders reason not to recklessly rush the line of scrimmage.
Teddy was president prior to WWI. Pro football didn’t begin until long after.
It's not a problem today for rugby players either.
Psst, here's a secret. The 'concussion problem' is really a steroid problem. But they won't get rid of them so they pretend the reason people get bad concussions is just bad luck. But the truth is that because of steroids people can get larger, stronger, and faster than ever humanly possible before, and dole out bigger and more explosive hits on others as a result. Our brains don't get tougher though. And so there you have the problem.
