To launch off into matters without a line of authority is less conducive to civil order. This is why vigilante justice is discouraged in a Constitutional Republic. No problem if one wants to be armed and defending, but to do so outside one’s own home requires a line of authority beyond oneself, emotions, and personal sense of justice. The idea here is to widen the scope of law enforcement quickly and effectively without infringing upon the very things we are protecting.
