Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:

"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.

She is wondering why the surveillance video is moving but it easy to see that someone is filming the surveillance video with their phone. Notice the time stamp at the top moves out of frame.
As far as the masks, I can't tell.

Reason: the limited portion of the one he did was demonstrably FAKE (globes on, gloves off). Elliso first said that he wouldn’t release because it was too gory, what they did to Floyd etc. A few days later he changed to say he couldn’t because they’re now in the hands of F_I.

I’ve still yet to see Cup Foods surveillance footage in whole. It will be the fakest of the fake I expect.
NOTE: I saw a commenter elsewhere say the restaurant on the opposite corner had been bought out and reopened as wok restaurant in March which is quite a coincidence.
They're regulators of our laws. This is why the swamp needs to be drained. For my taste it isn't fast enough
